How much waste does Palma actually generate per month, per person really present on Mallorca (not per registered resident)? Tourism swells the island's real population far beyond the census — this measures real monthly waste pressure against real presence, using 2025 data, not a 2023 historical baseline.

Annual total: 240,512.7 t (sums exactly to the 240,513 t EMAYA's own page states in text — real internal cross-check, not just copied). The pattern is the opposite of intuitive: fewer kg per person in peak tourist season, not more. Real cause, not an unexplained anomaly — see Method below.
Method
kg_per_person_present = (Palma monthly tonnage × 1000) / Mallorca average daily IPH presence that month. Real limitation, declared honestly: the numerator (EMAYA) is Palma only; the denominator (IPH) doesn't exist at Palma/municipality scale — IBESTAT only publishes human-presence pressure at the whole-island level. Using Mallorca-wide presence overstates the real denominator for Palma alone, which understates Palma's true kg/person ratio. This is the finest real scale available today for a 2025 monthly product — it's why the ratio drops in summer: the denominator (tourist presence across all of Mallorca) grows faster in high season than the numerator (Palma's own waste).
Licensing — real residual risk, disclosed
/aviso-legal/ returns 404, no license link on the homepage),
and no dataset entry exists in CAIB's open-data catalog. Spain's Law 37/2007
would apply by default to public-sector information, but it requires the body
to actively choose a reuse mode — silence is not legal authorization per the
law's own text (verified against two independent readings of the consolidated
BOE text). There is also a specific, named exclusion risk: Art. 3.3.l excludes
documents from public bodies "of an industrial or commercial character" — EMAYA
plausibly qualifies, since it bills for the service. This page is published
with that risk knowingly accepted, not because the license question was
resolved clean.
