Method & a real limitation, stated honestly
Direct real per-country counts, harmonized by Eurostat across all EU members' own national statistical registries — not derived from any single university's or program's own announced partnership numbers, which tend to cite intent or capacity, not verified enrollment.
This dataset alone doesn't carry an equivalent single "China declared" aggregate the way tourism does — individual Chinese-side figures (Ministry of Education outbound study statistics) exist but are typically reported globally, not broken down to individual EU destination countries in a form we've located with a clean source yet. We show the real observed side now; a declared-side comparison is a real gap, not filled in with an estimate.
